While at the same time <a href=\"http:\/\/www.vox.com\/policy-and-politics\/2017\/3\/7\/14842090\/republican-health-plan-public-health\">imposing hardship <\/a>on many less fortunate members of society.<\/p>\n<blockquote><p><a href=\"https:\/\/www.buzzfeed.com\/paulmcleod\/the-republican-healthcare-plan-includes-tax-break-for-insura?utm_term=.goBnqvoRy#.bjByGjo9v\"><strong>WASHINGTON<\/strong><\/a> \u2014 The Republican plan to replace Obamacare includes a tax break for insurance company executives making over $500,000 per year.<\/p>\n<p>Companies can generally deduct employee salaries as a business expense but in 2013 the Affordable Care Act <a href=\"http:\/\/obamacarefacts.com\/obamacare-taxes\/\"><u><span style=\"color: #0066cc;\">capped the deductions<\/span><\/u><\/a> on health insurance executive salaries at $500,000.<\/p>\n<p>The average compensation for top health insurance executives is <a href=\"http:\/\/pnhp.org\/blog\/2014\/08\/28\/compensation-for-health-insurance-executives\/\"><u><span style=\"color: #0066cc;\">in the millions<\/span><\/u><\/a>. In 2014 the left-leaning Institute for Policy Studies found that this cap <a href=\"http:\/\/www.reuters.com\/article\/us-usa-insurance-compensation-idUSKBN0GR0AQ20140827\"><u><span style=\"color: #0066cc;\">generated $72 million<\/span><\/u><\/a> in additional tax revenue.<\/p>\n<p>But that cap is being eliminated in the new American Health Care Act unveiled Monday by Republicans. That means the more health insurance companies pay their executives the less they will pay in taxes.<\/p>\n<p>\u201cUnlike Obamacare, our legislation doesn\u2019t include policies that discriminate against specific industries,\u201d said a Republican aide.<\/p>\n<p>The policy is a win for the health insurance industry and arguably a surprising move for Republicans after they frequently condemned the industry in the Obamacare debates.<\/p>\n<p>\u201cThe insurance industry got us into this mess and I think they\u2019re going to have to pay the price for it,\u201d Rep. Raul Labrador <a href=\"https:\/\/www.buzzfeed.com\/paulmcleod\/republicans-might-have-to-subsidize-health-insurers-whether?utm_term=.phaAA5Dr8#.ijXrr90WK\"><u><span style=\"color: #0066cc;\">said recently.<\/span><\/u><\/a><\/p>\n<p>Sen. John McCain said he didn\u2019t even want to hear the industry\u2019s proposals after they supported the Affordable Care Act. \u201cThey have no relevance to me. I don\u2019t want to hear from them,\u201d he said.<\/p>\n<p>In cases like Cigna CEO David Cordani or Aetna CEO Mark Bertolini, both of whom have <a href=\"http:\/\/www.fiercehealthcare.com\/payer\/health-insurance-ceo-pay-at-big-five-tops-out-at-17-3m-2015\"><u><span style=\"color: #0066cc;\">hit annual remuneration of over $17 million<\/span><\/u><\/a>, the new tax savings on their salaries would be substantial.<\/p><\/blockquote>\n<p>We anxiously wait to see all the details of the republicans plan.<\/p>\n<p>Be sure to pay close attention because the republicans want to <a href=\"http:\/\/healthaffairs.org\/blog\/2017\/03\/07\/examining-the-house-republican-aca-repeal-and-replace-legislation\/\">railroad the plan through in three short\u00a0weeks.<\/a><\/p>\n<blockquote><p><a href=\"http:\/\/healthaffairs.org\/blog\/author\/jost\/\"><u><span style=\"color: #0066cc;\">Timothy Jost<\/span><\/u><\/a>\u00a0&#8211; In <a href=\"https:\/\/www.dpcc.senate.gov\/?p=issue&amp;id=328\"><u><span style=\"color: #0066cc;\">considering the Affordable Care Act<\/span><\/u><\/a> in 2009 and 2010, the House held 79 hearings over the course of a year, heard from 181 witnesses and accepted 121 amendments. The current House leadership hopes to get the repeal and replacement legislation through the House in three weeks. The Senate adopted the Affordable Care Act only after approximately 100 hearings, roundtables, walkthroughs and other meetings, and after 25 consecutive days in continuous session debating the bill. It is expected that the current House bill will go directly to the floor of the Senate for a vote. Whatever passes the Senate will return for a conference with the House, if it varies from the House bill, and then go to the President for his signature.<\/p>\n<p>Of course, there is no assurance that this process will go smoothly. Little or no help can be expected from the Democrats and there are signs of serious dissension within the Republicans. The Republicans hold only 52 votes in the Senate and cannot afford to lose more than two (assuming Vice President Pence casts a deciding vote), which is quite possible given the traditional independence of the Senate.
